I expect what's going on with the proposals for a new super-division, is being watched, somewhat quietly, for now, by certain members of congress. While the super-division is being hailed by those who shall be given members, it also has the support of corporate networks, certain major advertisers, the pro-industry, some individual powerful boosters, and many members of the sports media. However, there is also formidable interests from the other side. This includes the mass of FCS and FBS schools and conferences targeted for exclusion. There are states that don't have power-5 type schools, and congressional districts that have non-power 5 schools whose interests could be asserted. Having the service academies complain in Washington, DC could be powerful. A school such as BYU which has a strong following and many business executives who support BYU's interests, could be influential.
Congressional hearings shall happen. Justice and other federal department becoming involved is not out of the realm of possibilities.

If there is going to be a super-division that essential hoards all the revenue within the structure of the NCAA, then maybe the power-conferences and their beloved Notre Dame need to make a complete break. That means all sports and a complete separation in scheduling.

What the power-conferences may also eventually do once separated, is to shed themselves of schools that cannot keep up with new guidelines and initiatives such as player severance packages and insurance contracts. Some private types such as Wake Forest and TCU could be among the first to go.

Watch what shall happen after the ACC-Maryland lawsuits get settled.
