Does Congress need to look at the BCS and make it change its practices? Yes. Beyond a shadow of a doubt. Will Congress' action "replace" Miami? Only in the sense that the BE will retain a BCS spot, along with CUSA and the MWC gaining BCS slots. However, it does not change the fact that the BE will be getting reduced tv exposure. It also does not change the fact that the BE will be getting lower grade recruits from Florida now that Miami has left.

Not only that, South Florida is bringing in a Top 40 recruiting class next year, its first year in the Big East, Louisville is bringing in a strong enough recruiting class to make it a Top 15 or 20 team for the next 2 or 3 years, West Virginia a class strong enough to make it a Top 10 or 15 program the next 3 years, this is what the experts are saying. Meanwhile Cincinnati just got commitments from Delbert Ferguson, the best running back out of Ohio in YEARS second only to Maurice Clarett, and they beat out Washington State head-to-head to get him, and Wasington State has been a perennial Top 10 program, and Cincinnati just got a commitment from one of the best quarterbacks out of Kentucky, a QB Kentucky and several other BCS schools tried to get. Dantonio, the architect for the Ohio State national championship defens,e is tapping into the same recruiting beds for UC that he did for Ohio State and he also has contacts in the Midwest, Northeast and West Coast. The future is bright for the incoming Big East schools, and the Big East as a whole.
