What can this conference do to get into the BCS?
Play the best, and beat them. Any OOC games against non-BCS teams are wastes of time for MWC teams. They already have enough not-so-great teams within their own conference.
Its Catch 22. You can't build strong programs without BCS access and you can't have BCS access without strong program.
I can't name one MWC team that has gotten snubbed out of a BCS game.
It's always the same with the non-BCS schools. If a team has a 10-1 record, their opponents probably combined for just over a .400 winning%. Sorry--that doesn't cut it. The BCS doesn't allow you in with a cupcake schedule, and it's a good thing.
MWC Champs, prior to bowls:

The only MWC champ that has even come close to having a legitimate claim to the BCS is BYU 2001, who went into the final week of the regular season undefeated. The only two opponents of possible BCS calibre on their schedule that year were Cal (1-10) and Mississippi State (3-8). To no one's surprise, neither was great that year.
Simply put, BYU went 12-1 against one of the easiest schedules in history (look at the numbers). Also considering that they had announced plans to sue the BCS before their final regular season game--Hawaii apparently took offense to this, beating the Coogs by 27--anyone can see that BYU wasn't a BCS team.
