While UConn doesn't have a great record (it's travel reputation is still not known), they did sell out their allotement to the Tire Bowl IIRC (12.5k) but did poorly last year in Toronto. UL sold out its allotment and then some for their trip to the Gator. In addition, don't discount RU. While they are an unknown commodity too, I think they would do better than TTech did they year they were selected for the Gator. JMO about this.
Anyway, the bottom line though - the point about needing ND - is valid. The question is can the BE get away with only offering ND once in 4 years in addition to the 'within 1 win' rule?
