Yes, I'm confused a tad, too. Scholarship or non, because there are some missing either way, I think.

This is a list of schools who are members of conferences which sponsor I-AA scholarship football but do not offer scholarship football themselves...

Note that Austin Peay (Ohio Valley, 1995), Davidson (Southern, 1980s), Drake (Missouri Valley, 1985), and Morehead State (Ohio Valley, 1990s) were members of their respective I-AA scholarship football programs through the season(s) listed...

Technically, Coppin State and Maryland-Eastern Shore of the MEAC should have been included in this list, as the MEAC sponsors I-AA scholarship football but these individual institutions do not...

Georgetown does have a non-scholarship football program (Patriot League) and is a member of the I-A BIG EAST...

Now that we've clarified what your list consists of, I believe you are missing the 3 non-FB Southland schools:
UT-Arlington (who might add FB and play in a new Dallas Cowboys stadium ?), Lamar & UTSA (both of whom have at least given lip service to studying addition of FB). Everything else looks correct.

Northern is correct that Austin-Peay recently announced resumption of FB, leaving Morehead St. as the only non-FB school in the OVC.
