I know UCSD has their hearts set on the Big West (so does Cal St. - Bakersfield), but if the main objective is to get to D-1, the WAC would take them in a heartbeat !
Might be a decent interim option....

...but it would be a budget killer. The travel expenses in the WAC would be insane, with pretty much no TV money coming in to the schools. Flights to Seattle, Edinburg, Texas (is there even a decent airport there?) and Chicago would be crazy expensive for the Olympic sports. Meanwhile, 7 of the Big West schools are in southern California. 4 Big West schools are less than 100 miles from San Diego.

The airport in is McAllen about 15 miles away. Unless they charter a plane they'll fly to Dallas or Houston and hop on a commuter plane to get there.
