I just put together a public map of Collegiate Candian Football teams. Go to google maps and query "Amateur level Canadian Football- Canadian Interuniversity Sport (CIS) Football Teams".
The highest level of competition for Amateur Canadian Football (12 player) is Canadian Interuniversity Sport (CIS) Football.
Funded at NCAA division II football level w/ some schools playing at strong FCS levels with a handful of FBS-level talents on each team.
Regular season game attendance ranges typically go from from 1K-14K, with post season games drawing as high as the upper 20's.
CIS allow member schools offer players partial scholarships with little oversight.
Still, I don't mean to be a cultural imperialist. The NCAA has issues too. The CIS is good enough to allow CIS football to grow. The CIS currently has 27 football teams in 4 conferences playing for the Vanier Cup.

Canada West Football Conference
Ontario University Athletics
Quebec University Football League
Atlantic University Football Conference
