Actually one of my favorite books in the 80's was named The Nine Nations of North America by Joel Garreau. The theory behind the book in that we function differently than we are constructed politcally and should divide into functional nations.

Ok, I'll bite:

State of Jefferson:
Louisville Metro area secedes, takes Floyd County, IN, southern Clark County, IN, Fort Knox, parts of Hardin, Bullitt, and Shelby Counties in KY. This is mostly based on Politics, since the Ville is so much different than the rest of the state.

Universities:
University of Jefferson- former UofL
Jefferson State- IU Southeast.

Also, in any "Ecotopia" situation, there would be an enclave for the Missoula, MT area.In that case, Montana State would become UM, the current U of Montana may go U of Missoula. This just makes too much sense not to happen.

Tarkio,

Don't forget: we already have a Jefferson, or almost did until the Pearl Harbor attacks.

Here's another idea:

What if China finally came to collect the money the USA owes them and decides to sell off parts of the US instead ;)

What countries would buy what regions?

We could sell Dearborn, MI to Saudi Arabia-it is close to having a majority Arab population.
