NCAA WON'T step in. There is too much risk of the big conferences leaving the NCAA. They are already fairly unhappy about the bb tourney.
There was an interesting article in a sports almanac in the early 90s. There was some momentum for a playoff. Then an FSU player on one of the panels exploring this asked how much of this huge windfall would go to the players. The SEC voted unanimously to oppose a playoff the next day.
There is more money with a playoff. But control of that money is an issue that is very important to the Big 10 and SEC.
When the BCS was being re-signed, the Texas AD (Big 12 is the lone conference in favor of a playoff) was quoted as saying that some people who wouldn't even listen before were at least willing to hear what they had to say. There seems to be a slow movement. I think maybe the embarrassing situation with the basketball players and the push toward re-emphasizing academics there has caused some push back against a playoff.
I think the bowls will lead the push to a playoff. The BCS is going to slowly kill the bowls who aren't the championship game. Having the championship game a week later, IMO, will seriously hurt the interest on January 1. In any event, the process won't miss that much w/o the Big 10 and Pac 10. They will join eventually.
