Courts allow reasonably phased implementation. As long as progress is being shown, there won't be any problems.

Thing is, there aren't a lot of JCs playing football anymore. IIRC, when this issue was brought up in Boise many moons ago, there were around 80.

That reminds me of something else. NJCAA doesn't exactly have the strongest reputation when it comes to enforcement. I'm told that they're so far under the radar that you can't tell the hush from the noise. There are a lot of dodgy things going on; after all, I don't care how good the coach is, I just don't think Twin Falls, Idaho draws good basketball players to campus based on the city, Shoshone Falls, and the Planetarium.
