To a degree this is true. You can train your team to be mentally tough enough to play well when tired. You can get your team into exception shape to play twice as many plays as your opponent. You can teach your team to swarm the ball on defense and never quit on a play on offense. You can scheme to minimize size and speed limitations. You can scheme to put your best talent in spots where your opponent is vulnerable, but to play at the highest level --- vs. the Big 10 champ, pac 10 champ, or the top 2-3 SEC and Big 12 teams --- you have to have at least top talent in your starting lineup and 2-4 top reserves.
A team like Hawaii last season could hang last year with all but about 5-7 teams in the country that had outstanding depth (say LSU, USC, Georgia, Oklahoma, UT, and Ohio State). Frankly Hawaii might have even had a decent good shot against Texas, Ohio State, or even OU as none of those teams were as dominating defensively or as deep defensively as USC, LSU, and Georgia.
