Interesting article that only got to the obvious "WHY ?" toward the very end.

Hockey isn't a big "revenue sport". like FBS football or men's basketball.
And proper facilities cost a small fortune.

Penn State recently elevated their club team to D-1 and it took billionaire hockey nut alum's
(Terry Pegula also now owns the Buffalo Sabres) donation of $100 million, much of which funded construction
of an on-campus rink.

The ideal on-campus rink seats about 5,000 and if you maintain the ice year-round the building isn't useful for any other NCAA sports.

ASU just did the same upgrade, and has hit the rink stumbling block. They are talking about partnering with the Phoenix Coyotes
on a shared facility in the Tempe / Phoenix area.
A lot of other colleges just don't have these options for getting a suitable rink built.
There a existing public rinks in northern towns, some sized for minor-league hockey, that could possibly be shared.
a lot of schools in other parts of the country have NOTHING available in terms of facilities.
