The eastern seaboard does not have the big-time power programs these days. The conference below would group schools that traditionally had rivalries for many years in most cases:

UMass
UConn
Army
Rutgers
Temple
Delaware
Navy

Two of these programs are currently I-AA, but none of the I-A programs are power programs so the I-AAs would not need to upgrade their programs much if at all. The lowest attendence schools in the list above are UMass and Temple, but they both could easily be up in the 20,000+ range without much effort. Almost all of these programs have played each other often in the past with the exception of Army and some of hte other programs. This conference would not be big-time in terms of name recognition, but would be very competitive in my opinion.

Why doesn't the Big East court Xavier?

Here are my picks for realignment between the WAC and MWC...borrowing a couple of teams from the Sun Belt. This would make these two conferences more regional...

WAC

Hawaii
Fresno St.
San Jose St.
San Diego St.
Nevada
UNLV
Boise St.
Idaho
Utah St.

MWC

Utah
BYU
Colorado St.
Air Force
Wyoming
New Mexico
New Mexico St.
UTEP

This Gives both teams 8 teams, and could set up a bowl game where each conference champion meets somewhere....Maybe either Denver or Las Vegas, or maybe even Arizona(neutral site)

In my opinion, the Big East Should Invite Army and Navy, and keep Temple in their football Conference, if they could find 2 more teams, they could split into Divisions.

Big East

Syracuse
Army
UConn
Rutgers
Temple
West Virginia
Navy
Pitt
Louisville
Cincy

Or....they could split into east-west divisions like so...

West

Cincy
Louisville
WV
Pitt
West Team#5
West Team #6

East

Syracuse
Rutgers
Temple
UConn
Army
Navy

Of course that would leave all the big boys on one side...so you create cross divisions like so....

North

Cincy
Pitt
Syracuse
Army
Rutgers
North #6

South

Louisville
W. VA
UConn
Navy
Temple
South #6

It's kinda different, it's more like a diagonal line seperating the divisions, but hey, if it can work for the ACC, it'll work for the Big East...

my dream conference

The Athletic of East Coast Conference (AECC)

East:
UCONN
Penn State
Maryland
Pittsburgh
West Viginia
Boston College

West:
Kentucky
Ohio St
Michigan
Marshall
Michigan State
Louisville

this keeps some of the most intense games still on the college football slate
Mich-Mich St, PSU-Pitt etc

and it gives a few on the rise programs a chance to see what they have against legit and storied programs

10-team conferences with 2 division each and championship games (bending the rules a little). I'm going to group teams to basketball and football (the football division will be listed on the top, basketball on bottom). I'm trying to keep close archrivals in separate divisions as much as possible.
