I'm going to assume the NCAA waives the 7/6/5 rule after passing this legislation, because otherwise conferences would have to kick people out because no one would voluntarily split.
There's two ways to go... #1 The BCS gets together and plans things out so the 73 of them form 10 conferences.

That would be straight up ridiculous. Pretty much the conferences who decide to act first would be the best off, and you'd see some crazy shit. I could think about that for hours...
