I am going to follow up Quinn's 12 team thread.

Premise: The gubmnet steps in and says all 120 FBS teams need to have an equal shot at playing in a BCS bowl. Each each FBS conference needs to take home an equal share of the shared BCS TV revenue (although not the regular season pie) and must have an equal shot to play in a BCS game. To that end, there needs to immediately be 12 conferences with 10 FBS playing members each.

The laws would push all schools to tolerate the changes to continue playing Public schools.

IMO, with the government dictating that everyone shares in the BCS revenue, there is no reason to reach beyond a footprint for marginally better program and less of a reason to accept lesser programs to claim association with better academic schools. Expansion/contraction motivations would shift quite a bit.

BIG TEN: (1): drops Northwestern. I thought about keeping them for a chicagoland presence, but they are the loan Private in a conference that doesn't NEED them to prop up their academics. Multi-year average of 28K in football, 4.6K in basketball. Basically their fan base is 1/2 the size of the next lowest conference-mate.
PAC 10: no changes.
SEC: (2) drops Ole' Miss, Arkansas, Vandy, adds Virginia. Mississippi is a tiny state to have 2 members. Ole' Miss is the flagship, so inspite of State having a better program they get cut. Arkansas is also a tiny state, and they would be OK with it if Texas promises to bring them in. Vandy is a top tier academic school, but UVA is just as good and gives a huge new market and good football.
Top 10 (formerly Big 12): UT, Tech, OU, A&M, Colorado, Missouri, Kansas, Arkansas, Vandy, Northwestern. UT gets the conference they really always wanted. Top academics, flagships, rivals, and huge TV from Texas to Chicago.
ACC: (2) with Virginia gone, BC is the only required drop.
BIG Midwest (formerly MWC): adds Nebraska, Iowa St, Kansas St, Oklahoma St, drops SDSU, UNLV, and UNM. TCU and the gang of 5 embrace Nebraska.
BIG EAST: (down 2) Add BC and UCF.
CUSA: (2) in the BCS, they split west/east
SWC (formerly CUSA West): UNM, UTEP, SMU, UNT, Rice, Houston, Baylor, Tulsa, La Tech, Tulane. CUSA would try for Memphis to be Tulsa's travel partner, but would be snubbed by the Tigers, forcing the SWC to add ULL instead.
CUSA (formerly CUSA East): S. Miss, Miss St, Memphis, UAB, Marshall, Temple, Army, Navy, ECU, FAU. FAU is isolated, but gives a recruiting toehold in Fla. Temple provided another needed big market.
