Also the rule of having 7 core members to be conf. Core=8 year as a full D-I member not including the provisional years. UCA isn't a core member yet. So if the WAC takes Lamar and SHSU. SLC has 7 members w/ only 6 core, meaning they'd have to take a core member. UTPA would have to be their option. Unless someone leaves the SWAC. I can't see the HBCU's leaving to save the SLC but I could be wrong. HBU won't even start their 8 year process to core membership until they're done w/ provisional status. However they are further along than any D-II. But yes I would rate all 3 D-II schools ahead of HBU and HBU ahead of UTPA.
Exactly, as for why UTPA seems like the "gimme". Just add them for stability right away...assuming the SLC can't entice any Summit members. Highly doubt UALR would give it any consideration with all the question marks now. But who knows, if the right proposal were made (X number of schools saying they'll stay no matter what), maybe there are Summit members like ORU would would take a look. Not so much right now though.
But if the SLC wants to sponsor football, then all of a sudden HBU comes into the picture simple for having a team. Figure if it means they are team #6, they could be in Alaska and first year out of the NAIA and the SLC would want that warm body.
I personally like the D2 schools upgrading as the top option. It's the timing that is the issue...and if the SLC dipped below the core member numbers. But then again, we're talking the SLC: it's not like if they lost their NCAA autobid for say basketball, that anyone would notice
