First time poster so please don't kill the new guy:
Personally I think it would be prudent for the Big East to hold at 13 members. Should they add a 14th and someone leaves between now and 2015 the league once again must add another. I also am not a fan of adding more western football affiliates because I think San Diego St and Boise St are only in the Big East for the short term. I also don't see anyone out there who is going to add value to the tv contract except BYU and AFA and they aren't interested.
As far as divisions go I would align like this:
East: UConn, Rutgers, Temple, Cincinnati, Louisville, Memphis
West: USF, UCF, Houston, Southern Methodist, Boise, San Diego St
Navy has always played a national schedule so I would have them spend even years in the East and odd years in the West.
It would mean that each school would host Navy roughly once every 4 years so having Navy come to your place will always have a "special" feel to it
It also keeps the upper south trio, the northeastern trio, and the 3 pairs all together.
