The CSU system is nearly twice the size of UC's, even if on the second tier, it's not like SDSU is a clown college (I'd argue that if TTU is considered, SDSU is virtually no different, other than a zip).
The difference is that Tech is a means to an end (Texas) and SDSU is just an end. The PAC 12 would never take Tech by themselves, as I suspect they would never take SDSU by themselves (unless they need 1 school to even out divisions or political pressure of what not). If SDSU truly wants in the PAC12 changing their name to Cal State should be one of the first things they do.
I think the PAC may *have* to take SDSU, if there's been talk over the years as to what SDSU was supposed to do institutionally and athletically. When they "peaked" in the 90's, I do remember some talk about what kind of work SDSU would have to do if they ever wanted inclusion, but, of course, the conference wasn't motivated by television deals and CCGs, so the standards for inclusion were mighty high and out of reach. Now, it's a whole new ballgame. Or maybe, politically, it's only on the PAC to at least consider SDSU (which they may do/are doing, but not necessarily have to invite).
The sticky part is, the moment the conference "stoops" to TTU and oSu levels, this is going to get VERY nasty, and not only will SDSU be up in arms, but also FSU and SJSU, who might have a bone of their own to pick with the brass of the UC system who are also in the know of PAC maneuvering.
The stuff I also wonder about is what happens to that OU-OSU thing after Pickens stops walking the earth. Does the state still bind the two together as tightly as they currently do, or does the loss of the most influential booster and advocate the institution has ever had allow for more freedom that gets OU off the hook?
