Yeah, for most sports, that makes sense.
But as far as scheduling goes, you don't WANT to have a California division and a non-California division, becuase divisions dictate scheduling and your marquee WCC games are Gonzaga vs Saint Mary's.
Instead of letting divisions dictate, you go:
BYU: DEN, GONZ (1 NorCal, 1 SoCal, PORT or SEA)
DEN: BYU, SEA, POR (1 NorCal, 1 SoCal)
GONZ: SMC, BYU, POR, SEA (1 SoCal)
SEA: GONZ, POR, DEN (1 SoCal, 1 NorCal or BYU)
PORT: SEA, GONZ, DEN (1 SoCal, 1 NorCal or BYU)
SMC: GONZ, USF, SCU, PAC (one other school)
USF: SMC, SCU, PAC (1 So Cal, 1 NW/Mountain)
SCU: SMC, USF, PAC (1 So Cal, 1 NW/Mountain)
PAC: USF, SMC, SCU (1 So Cal, 1 NW/Mountain)
LMU: PEP, USD, (1-2 NorCal, 1 NW/Mountain)
PEP: LMU, USD, (1-2 NorCal, 1 NW/Mountain)
USD: LMU, PEP, (1-2 NorCal, 1 NW/Mountain)
