And when Northern Kentucky announced it was considering an upgrade to Division 1, the OVC was considered one of their goal destinations. But the Ohio Valley Conference has put those schools aside for the time being with the addition of Belmont as it&#8217;s 12th member.</p>
<p>Belmont will join the OVC on July 1, 2012 and be a full member for the 2012-2013 season.</p>
<p>The Nashville based school will fit in nicely with the current OVC members, providing access for OVC schools into that market. Belmont will be joining 4 other Tennessee schools in the conference: Tennessee Tech, Austin Peay, Tennessee Tech, UT-Martin.</p>
<p>While the OVc sponsors football, the school has said they have no plans to add the sport in the OVC.</p>

<p>Jacksonville St. is part one of a few current FCS schools that have explored an FBS move. Others include Appalachian St., Georgia Southern, Lamar and UMass. Others with long term FBS goals include Charlotte, ODU and Georgia St. And schools like JMU and Delaware have expressed less public interest but are perhaps the best poised schools to upgrade.</p>
<p>The biggest obstacle to Jacksonville St. or any other FCS schools seeking to upgrade is a set rule that states that a school upgrading to FBS from FCS needs to have an invitation to join a current FBS conference. UMass has been in talks with the MAC to join as that conference&#8217;s 14th member. There has been speculation that the Sun Belt was considering adding an 11th football school. However, the same rumors claim the Sun Belt is only interested in current FBS schools. When you read between the lines, that would seem to include only LA Tech or NMSU of the WAC.</p>
<p>With CUSA, MAC, MWC and BCS conferences not a likely option for a school like Jacksonville St., the only option they might have would be to join the WAC if they opted to upgrade. The WAC is desperate for football members and is adding Texas St. and UTSA to it&#8217;s membership. At this time, it seems that due to the existing NCAA rules, the WAC might be the only option for any potential FCS upgrade.</p>

But the behind the scenes discussions have finally seemed to come out into the light.</p>
<p>The OVC has <a href="http://www.timesdaily.com/article/20110208/NEWS/110209802?Title=OhioValley-Conference-seeks-information-on-UNA-athletics">officially requested information</a> from North Alabama in regards to UNA upgrading from Division II and joining the Division I FCS Ohio Valley Conference.</p>
<p>The request is in no way a formal application to join, simply the routine exploratory steps taken by conferences considering expansion candidates.</p>
<p>Should UNA be invited an accept a future OVC invitation, they would become the 12th member of the OVC.</p>

For a decade, Texas St. has been public about their desire to upgrade to FBS football. UTSA, a school without football much of this decade has plans to go from having no football program to being FBS in 2014. Not to be left out, FCS football newcomer Lamar has long term eyes set on FBS. And with three other Texas schools preparing to upgrade, Sam Houston St. has flirted with the idea of an upgrade.</span></span>

<div><span class="Apple-style-span" style="font-family: Arial; font-size: small;"><span class="Apple-style-span" style="font-size: 13px;">This all leaves the Southland in a tough spot: a conference of 9 football members and 3 non-football members that could one day be reduced to 6 football members and 2 non-football members.</span></span></div>
<div><span class="Apple-style-span" style="font-family: Arial; font-size: small;"><span class="Apple-style-span" style="font-size: 13px;"><br /></span></span></div>
<div><span class="Apple-style-span" style="font-family: Arial; font-size: small;"><span class="Apple-style-span" style="font-size: 13px;">The Southland members who could find themselves minus a few nearby schools include Central Arkansas, Nichols St., McNeese St., Stephen F. Austin, Northwestern St., SE Louisiana along with the two non-football members Texas-Arlington &#038; Texas A&#038;M-Corpus; Christ.</span></span></div>
<div><span class="Apple-style-span" style="font-family: Arial; font-size: small;"><span class="Apple-style-span" style="font-size: 13px;"><br /></span></span></div>
<div><span class="Apple-style-span" style="font-family: Arial; font-size: small;"><span class="Apple-style-span" style="font-size: 13px;">And with those membership numbers of 6/8, the Southland might need to look at some other options. But for the immediate future, it looks like the Southland will lose UTSA and Texas St. to the WAC by 2014, losing 2 members.</span></span></div>

<div><span class="Apple-style-span" style="font-family: Arial; font-size: small;"><span class="Apple-style-span" style="font-size: 13px;">Unlike the MVFC, Summit, Big Sky or WCC, there are a limited number of options for the Southland. They would need more football schools to maintain stability, but there just aren&#8217;t too many in the region that would consider the Southland an upgrade.</span></span></div>

But football schools with be a higher priority.&nbsp;</span></span></div>

But that might not be the case. UALR is a member of the Sunbelt, but has seen that conference make a strong push towards being an all-sports conference. Only Denver &#038; UALR remain as non-football Sunbelt schools. And the day might come when the Sunbelt formally asks the non-football schools to find new homes.</span></span></div>

<div><span class="Apple-style-span" style="font-family: Arial; font-size: small;"><span class="Apple-style-span" style="font-size: 13px;">UALR has already had exploratory discussions with the Summit League in the event they are formally asked to leave. But the Southland might be a better fit. Located just 20 minutes south of Southland member the University of Central Arkansas, UALR would make the ideal travel partner. That&#8217;s a solid convenience for schools traveling to UCA to know they can play UALR during the same road trip.</span></span></div>

And while the Summit has improved much as a conference, Oral Roberts still remains a bit south from the current schools. With the recent departure of Centenary (LA) from the Summit, Oral Roberts remains as the southern-most school.&nbsp;</span></div>
<div><span class="Apple-style-span" style="font-family: Arial; font-size: 13px;"><br /></span></div>
<div><span class="Apple-style-span" style="font-family: Arial; font-size: 13px;">Despite not sponsoring football, Oral Roberts would bring plenty to the Southland. While their sports presence might not be huge in Tulsa, it would give the Southland some access to that market while expanding the footprint from Texas, Arkansas and Louisiana into Oklahoma. Just a few years ago, Oral Roberts would be a 100% lock to accept an invitation. But with the improvements in the Summit, it might be less than a sure lock they&#8217;d make the move.</span></div>

They are currently in the Great West, which is essentially just a scheduling agreement by various schools in the country without a proper conference. The Great West does not hold an NCAA tournament bid, so any conference with a bid would be an upgrade.</span></div>
<div><span class="Apple-style-span" style="font-family: Arial; font-size: 13px;"><br /></span></div>
<div><span class="Apple-style-span" style="font-family: Arial; font-size: 13px;">The Southland is already focused much in Texas. But if they were to lose 2-4 schools from the state, they might be more open to adding Texas replacements. The irony is that while UALR and Oral Roberts might be more attractive candidates, had Houston Baptist or other current Division 1 school just had an FCS football school, they would top the list.</span></div>

The question isn&#8217;t would the Southland accept Jacksonville St., it&#8217;s would Jacksonville St. even consider a move to the Southland. Jacksonville St. has the advantage of sitting in a geographic location where 3 strong football conferences meet: Alabama. They sit at the southern most section of the OVC footprint, in the same state as Samford of the Southern Conference. Jacksonville St. is only a few hundred miles from the Louisiana based Southland schools. At this time, all signs point to Jacksonville St. having little interest in the Southland.</span></span></div>

<div><span class="Apple-style-span" style="font-family: Arial; font-size: 13px;">With the recent defections by UC Davis and Cal Poly to the Big Sky for football only, the Great West Football Conference is now down to 3 members: North Dakota, South Dakota and Southern Utah. Each of those schools has it&#8217;s eyes on other conferences though. SUU hopes to one day be an all-sports member of the Big Sky. North Dakota and South Dakota hope to join fellow Dakota schools NDSU and SDSU in the MVFC for football. Three Dakota schools are Summit League members for other sports, with North Dakota expected to eventually join.</span></div>

<div><span class="Apple-style-span" style="font-family: Arial; font-size: 13px;">If the Southland did lose 2-4 members, they could always replace them with their top candidates. Hypothetically, those candidates could be UALR and Oral Roberts. The conference could then invite UND,<br />
 USD and SUU as affiliate football members. they could always just bring in SUU to replace the departing Texas St. If any affiliate members leave in the future, so be it. The affiliate schools bring some extra schools into the fold, but as long as the Southland has at least 6 football members, their FCS playoff bid will remain.</span></div>

<p><span style="font-size:85%;">OVC commissioner Dr. Jon Steinbrecher would not confirm the report, though he did say SIUE has applied for membership, has been visited by OVC representatives and that the matter was under consideration for the board of presidents.</span></p>
<p><span style="font-size:85%;">Southeast Missouri State University president Dr. Ken Dobbins said Friday that such an addition would be &#8220;important for us as a league and also important for us as a university.&#8221;</span></p>
<p><span style="font-size:85%;">SIUE is an emerging NCAA Division I institution, currently in the process of making the transition from Division II. The school is located about 25 miles northeast of St. Louis.</span></p>
<p><span style="font-size:85%;">SIUE competes in 16 sports, and it has won 17 national championships, most recently one last spring in softball.</span></p>
<p><span style="font-size:85%;">The university&#8217;s Board of Trustees approved the move in February 2007, and the university will be eligible to compete in NCAA postseason championships beginning with the fall 2012 school year.</span></p>
<p><span style="font-size:85%;">Steinbrecher said SIUE contacted the OVC four years ago to seek information and benchmarks on Division I athletics.</span></p>
<p><span style="font-size:85%;">&#8220;We were a sounding board for various issues they had,&#8221; he said.</span></p>
<p><span style="font-size:85%;">In the reports on the U.S. Department of Education for the 2006-07 school year, SIUE is listed with an enrollment of 10,960 undergraduates and an athletics budget of $3.36 million. The university does not have a football program.</span></p>
<p><span style="font-size:85%;">It does have teams in two sports — men&#8217;s soccer and wrestling — where it would have to compete as an independent or seek affiliation in another conference.</span></p>
<p><span style="font-size:85%;">The OVC earlier this year agreed to consider adding a member that did not play football. The conference is dropping to 10 schools — nine football schools — with Samford, a private school in Birmingham, Ala., leaving for the Southern Conference at the end of this month.</span></p>
<p><span style="font-size:85%;">Steinbrecher said the process of considering schools for membership includes more than a dozen criteria, including budgets, student-athlete welfare and support programs, compliance and facilities.</span></p>
<p><span style="font-size:85%;">He would like to see the OVC get to as many as 12 schools, which could allow for divisional play in basketball and some other sports.</span></p>
<p><span style="font-size:85%;">&#8220;We are in a growth mode,&#8221; Steinbrecher said, &#8220;and I&#8217;m hopeful we can find that one or two to get to divisional play. I&#8217;ve not been a strong proponent of looking at emerging Division I institutions, but there are exceptions.&#8221;</span></p>
<p><span style="font-size:85%;">Steinbrecher said there have been reports the OVC has been in contact with current Division I schools, &#8220;but we have not extended an offer to anyone,&#8221; he said.</span></p>
<p><span style="font-size:85%;">Schools in Tennessee, where the OVC is based, may make sense for the league, but the St. Louis market also represents an area of interest for the OVC.</span></p>
<p><span style="font-size:85%;">&#8220;We have a healthy chunk of OVC alums in the St. Louis marketplace, somewhere in the 30,000 range,&#8221; Steinbrecher said, &#8220;and a significant portion is from Southeast Missouri.&#8221;</span> </p>

				<content:encoded><![CDATA[<p><span style="font-family: verdana;font-size:85%;">The courtship of the University of Tennessee at Chattanooga has ended. UTC is staying put in the Southern Conference after rejecting the advances of Ohio Valley Conference Commissioner Jon Steinbrecher.</p>
<p>How did this ill-fated romance begin?</p>
<p>&#8220;I called the chancellor and inquired if they would be open to looking at alternatives,&#8221; Steinbrecher said. &#8220;Chattanooga has been on our prospective member list for any number of years. They are in what I call our sphere of influence.&#8221;</p>
<p>Chattanooga Chancellor Roger Brown and new Athletics Director Rick Hart studied the possibility of leaving the 86-year-old league after Steinbrecher&#8217;s call last spring and announced their decision last week. UTC has three natural rivals in the OVC in UT-Martin, Tennessee Tech and Tennessee State. Reportedly the SoCon is addressing travel issues with Chattanooga to help soothe some of the Mocs&#8217; concerns.</p>
<p>The expansion and contraction of college athletic leagues like summertime sidewalks has slowed in the past year or so, but the OVC-Chattanooga affair illustrates that it&#8217;s not just Conference USA and the Sun Belt and the Big Ten &#8211; er, Eleven &#8211; that are maneuvering for new teams.</p>
<p>The Southern Conference, now at 11 schools with eight playing scholarship football, is also interesting in expanding. New Commissioner John Iamarino said his league&#8217;s presidents told him at his first meeting in June to collect information for their November summit.</p>

				<content:encoded><![CDATA[<p><span style=";font-family:verdana;font-size:85%;" class="StoryBody">University of Tennessee at Chattanooga chancellor Roger Brown said Tuesday that the school’s athletic department has turned down inquiries from the Ohio Valley Conference and will remain in the Southern Conference.</p>
<p>UTC has been in the SoCon since moving up to NCAA Division I athletics in 1977, but Dr. Brown and several school administrators and coaches were intrigued by the shorter traveling distances to much of the OVC.</p>
<p>&#8220;The bottom line is that the Southern Conference is one of the most competitive mid-major conferences in the country, and it has one of the best academic reputations of any conference in the country, and we just didn’t see a need for change at this time,&#8221; Brown said.</p>

				<content:encoded><![CDATA[<p><span style="font-family: verdana;font-size:85%;">The Ohio Valley Conference has inquired about pulling the University of Tennessee at Chattanooga from the Southern Conference, and UTC chancellor Roger Brown said Tuesday the school is interested in exploring the possibility. Brown said incoming athletic director Rick Hart has been notified of the talks and will address the issue as quickly as possible when he reports to work around July 17.</p>
<p>&#8220;I want to be clear that we have not contacted any other conferences. We have been contacted by the OVC,&#8221; Brown said. &#8220;No decision has been made to leave the Southern Conference. I think the Southern Conference wants us to continue our membership.&#8221; OVC commissioner Jon A. Steinbrecher confirmed that since last fall he and Brown have had discussions regarding a UTC move. The school joined the SoCon when it entered NCAA Division I athletics in 1978.</p>

Without any bells and whistles, without even a website domain name, this site grew into a one of a kind hotspot for what has been an unprecedented span of major NCAA conference realignment. With the recent announcements of Florida Atlantic and Florida International accepting Sunbelt memberships for 1A football, the last few dominos have fallen for now. It seems appropriate that we take a look back at just what changes have occurred, compare those to some of the more popular predictions from this site, and to look at just what moves could still remain.</span><span style="color: black;"></span></p>
<p align="left"><b><i><span style="font-size: 10pt; font-family: Arial; color: black;">ACC:</span></i></b><span style="font-size: 10pt; font-family: Arial; color: black;"><br />The ripple of 2003 started with the initial discussions between Miami and the ACC. Since Miami joined the Big East in 1991, virtually everyone thought that the ACC would be a much better match for the university. Geography combined with the fact that the ACC already had a combination of likeminded private schools as well as public, state schools, and the eventual membership by fellow Florida school Florida State, made the ACC an appealing option. That became reality this summer as Miami President, Donna Shalala, announced that the Hurricanes would indeed join the ACC. While Boston College and Syracuse seemed the frontrunners to join along with Miami, Virginia Tech was bumped ahead of both due to political pressures put on the University of Virginia. A look back at the CollegeSportsInfo.com scenarios of 1999 show that both Miami and Virginia Tech made the most sense for the ACC. It was that third school that was hard to determine. In the end, the ACC chose Boston College as its 12th member, a choice that many could see coming 10 years ago as an attempt for the ACC to infiltrate the Big East media markets.</span><span style="color: black;"></span></p>

To combat losing Boston College, Miami and Virginia Tech, the Big East will add Louisville, Cincinnati, South Florida, DePaul and Marquette. The idea of adding Louisville and Cincinnati was around even before Miami and company decided to leave. The Big East, at 8 members, has always considered a future in which its football-playing members could leave to form an all-sports conference. If this were to happen, adding Louisville and Cincinnati, two schools with reputable 1A football programs and exceptional basketball programs, would strengthen both areas. But with the ACC defections, the Big East sought to add a third all-sports school as well as 2 non-football schools. In the end, South Florida was chosen as the 3rd football replacement due to what many consider their upside as a school in the Tampa market, located in the recruiting hotbed of Florida. Many thought that the Big East might look to strengthen their presence in the general northeast footprint by reinstating Temple, adding Army or Navy for football-only, or looking again at CUSA for a school such as East Carolina, who came very close to joining in 1991 when the football conference formed. Marshall, a program that has been ranked much of its short 1A existence never received much consideration, rumored to be blocked from joining by fellow West Virginia school WVU. The Big East will have a tough road ahead of them with the loss of its two football powers Miami and Virginia Tech. It&#8217;s hard to look at the future Big East in the light we have grown accustomed to.</span><span style="color: black;"></span></p>

After losing (5) members, Commissioner Britton Banowsky, who took over for Mike Slive after he departed for the SEC, looked towards the WAC for replacements. Banowsky, who never relocated to the CUSA offices in Chicago from his Dallas home, saw the departures as an excuse to give CUSA a southern makeover. Joining in 2005 will be Texas schools Rice and SMU as well as Oklahoma school, Tulsa. CUSA will keep its Florida presence by adding MAC school UCF to replace USF. Marshall also comes along from the MAC. With the additional departures of non-football schools, DePaul and Marquette to the Big East, the league will now become an all-sport conference. With that, Charlotte and St. Louis will leave for the Atlantic 10. Recent rumblings have TCU considering a potential Mountain West invitation. Should they accept, LA Tech, UTEP and Temple will all be considered for membership.</span><span style="color: black;"></span></p>

AC looked to strengthen its regional presence as a western conference. Utah State and New Mexico State will join once the (2) Texas schools, SMU and Rice, as well as Tulsa leave in 2005. LA Tech remains the lone school outside the current WAC footprint. That could change in the coming weeks should TCU leave for the Mountain West. LA Tech is rumored to be the leading candidate, joining fellow Louisiana school Tulane in CUSA. Idaho could be slated to benefit form a LA Tech departure with a WAC invite. Should the WAC also lose Boise State, there is a chance that the WAC might admit North Texas or Louisiana-Lafayette to secure the necessary membership numbers for its league.</span><span style="color: black;"></span></p>

<p align="left"><span style="font-size: 10pt; font-family: Arial; color: black;"><br /> <b><i>Sunbelt:</i></b><br />While everyone focuses on the shifting landscape by the BCS conferences and fringe leagues such as CUSA and Mountain West, it is the Sunbelt who has had to do the most work. The league has found itself in a desperation mode in order to keep its&#8217; membership numbers at the necessary 8 all-sport schools. Once Utah State and New Mexico State announced they were leaving, it left the Sunbelt with only 7 members, Arkansas State, North Texas, Middle Tenn. St., Louisiana Monroe , La Lafayette with Troy State and Idaho slated to become all-sport members. To get back to 8 and protect itself against an additional departure by Idaho or another school, the Sunbelt has accepted I-AA upgrades Florida Atlantic and Florida International. The move keeps the Sunbelt as the most regionally diverse conference, stretching from Florida to Idaho. Idaho remains the geographical anomaly, with what must be the most expensive travel budget in recent years. The closest Sunbelt school to Idaho will remain North Texas.</span><span style="color: black;"></span></p>

<p align="left"><span style="font-size: 10pt; font-family: Arial; color: black;"><br /> <b><i>Mountain West:</i></b><br />While so many changes have taken place this past year, the Mountain West has been sitting in the shadows, working with the NCAA in order to find the means to gain BCS access. TCU remains and option for the league, which has all but concluded that they will indeed expand, by 1-4 schools. The number of schools to add remains the lone hurdle. Boise State, Fresno State, Hawaii and Nevada are all being considered as well. But should the MWC add 2 schools, TCU and Boise State are the clear frontrunners. Houston and UTEP have an outside shot of joining should TCU demand a travel partner. </span><span style="color: black;"></span></p>

<p align="left"><span style="font-size: 10pt; font-family: Arial; color: black;">In 2005, once these moves all become official, the dust will settle from these more major dominoes that have fallen. The future could hold another series of change that could have just as impacting an effect. Notre Dame, the most major independent school, could one day join the Big Ten, the most logical fit for the Indiana school. But should the Big Ten ever look to expand by 1 to get to 12, the necessary membership number to hold a league championship game, and Notre Dame not except, schools in other BCS conferences such as Iowa State, Missouri, Nebraska, Louisville, Syracuse and Pittsburgh could get looked at. The PAC-10 could one day decide to expand to 12, and would again target Colorado and Texas, two schools they had previously inquired about for membership. Colorado State could be considered if Colorado showed interest, as would BYU, who was almost a lock to join the Big 12 before then Texas Governor Ann Richards, a Baylor alum, pressured the Big 12 to include Baylor if the league wanted the other Texas schools. Others could include WAC members Hawaii and Fresno state, as well as MWC members Utah and San Diego State. </span><span style="color: black;"></span></p>
<p align="left"><span style="font-size: 10pt; font-family: Arial; color: black;">And let&#8217;s not forget about the other non-BCS conferences and those who do not sponsor 1A football. The Atlantic 10 is poised to capitalize on the recent shifts by adding two quality programs in Charlotte and St. Louis. The MAC will lose UCF and Marshall. With so many MAC schools at risk of losing their 1A status should new 1A criteria become finalized in two years (currently, the issues of a minimum gate attendance of 15,000 per game, with 5 1A home games required are under consideration until 2005-2006) the MAC could look to add Temple, who is slated to leave the Big East after the 2004 season, or perhaps any of the Sunbelt schools such as Middle Tennessee State. Temple will participate as an independent in 2005.</span><span style="color: black;"></span></p>
<p align="left"><span style="font-size: 10pt; font-family: Arial; color: black;">The CAA, which is attempting a coup of their own in the I-AA ranks in an attempt to sponsor I-AA football, could add A10 football schools Northeastern and New Hampshire, forcing the remaining A10 football schools to either drop to independent status or simply participate under the CAA Football banner. And outside the realm of college football, you have conferences such as the Missouri Valley, Horizon and others who could improve their RPI potential by adding 1-2 members from other similar conferences. The Missouri Valley could strengthen the league if they were ever able to add schools such as Western Kentucky or Butler. </span><span style="color: black;"></span></p>
<p align="left"><span style="font-size: 10pt; font-family: Arial; color: black;">The landscape of college sports has gone through some of it&#8217;s&#8217; most drastic changes to date. We&#8217;ve learned that what once seemed like an area of athletic simplicity, dominated by an overwhelming feeling of fan identification and support, has officially joined the rest of our society as big business. Money is what caused the recent shifts and its business that will shape any future changes. The innocence has been lost, but as long as the fans continue to support their schools, the world of college sports will always flourish. And with that being the case, and the quest for the mighty dollar a main objective by all schools and conferences, we can be assured that we will one day see even more conference realignment.<br />
